- The validator whose slot was up didn’t deliver a block within the timeout of at least 4 seconds.
- The validators signed this skip block instead. It was accepted as soon as signatures covered more than two-thirds of the slots.
- The slot is marked as punished. It is left out of block production in the next batch, and its share of this batch’s rewards is burned when those rewards are paid out, in the macro block that closes the next batch.
Skip blocks carry no transactions. Pending transactions simply wait for the next micro block.
